The government is considering introducing a night time curfew for new drivers. Under the scheme newly qualified drivers would face restrictions on night driving and the number of passengers they are allowed to carry. The proposals which are aimed at cutting the number of accidents involving young drivers could also see learner drivers being allowed on motorways and being instructed in bad weather driving. A minimum learning period is also being considered before drivers are allowed to take their test. With a fifth of all people killed on the road in 2011 being involved in an incident where at least one driver was aged between 17 and 24 it is clear this age group pose a significant risk. I wonder whether these measures will help to address the problem.
